The Institut Halieutique et des Sciences Marines of the University of Toliara (Madagascar) is one of the higher education establishments in the western Indian Ocean, dedicated to training and research in marine sciences, fisheries, aquaculture, and the marine and coastal environment. Its missions include training young professionals, from technicians to fisheries engineers and oceanographers-biologists, as well as retraining fisheries sector executives.

The institute's research, focused on the sustainable management of marine resources and environmental development, has led to significant advances. Spirulina has been produced in a controlled environment to combat malnutrition and famine in the island's south. In addition, the successful implementation of seaweed and Sea cucumber farming offers lucrative alternatives to traditional fishermen, contributing to establishing marine protected areas and reducing anthropogenic pressure on reef ecosystems. several studies on fisheries management have also been undertaken.

The institute is also involved in environmental management initiatives, including the restoration of mangroves, seagrass beds, and coral reefs, and research into constructing artificial reefs. Investigations into the impact of plastic pollution on marine biological resources are underway, as is an assessment of the feasibility of a new fishing technique using artisanal Fish Aggregating Devices (FADs), introduced by Indonesian specialists. These advances demonstrate the Institute's commitment to finding innovative solutions to promote the sustainability of marine resources and the preservation of the marine environment.
