Abstract

Everyone utilizing marine space must obtain a business permit, including fixed lift-net fishing gear. Therefore, this activity aims to enhance lift net fishermen's understanding of the Marine Space Utilization Suitability Permit (PKKPRL) for fixed fishing gear, provide initial assistance in preparing for PKKPRL licensing, and encourage the active role of local governments in facilitating PKKPRL licensing. The methods used include normative juridical approaches and descriptive analysis. The results revealed that lift net fishermen in Sumur District are unaware of the obligation to obtain PKKPRL for their lift nets, potentially categorizing them as IUU (Illegal, Unreported, and Unregulated) fishing practitioners. During the assistance process, it was found that PKKPRL for lift nets should include the designation of fishing area coordinates beyond 4 nautical miles, as the lift net fishermen in Sumur operate based on the seasonal migration of fish. The Pandeglang Regency Government is expected to assist in the licensing process for PKKPRL lift nets actively. Based on these findings, further assistance is necessary, targeting both local governments and lift-net fishing communities to ensure compliance with PKKPRL requirements.
