Abstract

This study identifies at least four typologies of conflict: agrarian conflicts; conflicts related to livelihoods and public services; conflicts associated with religious affairs; and conflicts arising from contestation in village head elections and district-level regional head elections. The study employs a qualitative approach grounded in the position that researchers and community members—the subjects of the research—are inherently close to one another and mutually participate in the data-gathering process through in-depth interviews, everyday-life observations, focus group discussions, and documentation methods. This participatory and advocacy-oriented study successfully facilitated agreements between Indigenous communities and local transmigrant groups, who collectively endorsed the expansion of transmigration initiatives, including the strengthening of basic services and infrastructure in collaboration with relevant agencies and vertical institutions. The study also succeeded in engaging customary elders who were previously “less harmonious,” enabling them—together with other community elements—to participate in policymaking processes. Their involvement ranged from providing inputs and responses to the Deputy Regent of Fakfak District and the Fakfak District House of Representatives, to establishing communication with the Raja of Petuanan Ati-Ati and other stakeholders to support the smooth implementation of future programs in the Weri–Saharey Area, beginning with the recognition of customary land rights, followed by religious guidance initiatives and the strengthening of basic services.
