Abstract

This study evaluates the performance of transmigration area development on Morotai Island, North Maluku, with the aim of formulating strategies to accelerate community welfare and economic independence. Using a mixed-methods approach integrating surveys, Focus Group Discussions (FGDs), field observations, and SWOT analysis, this study maps the existing conditions in the transmigration area, particularly in four Settlement Units (SP). The results indicate a disparity between regional potential and economic realization; the agricultural sector and social capital are identified as key strengths, but their development is hampered by deficiencies in basic infrastructure, a lack of post-harvest facilities, and limited access to markets and capital. Furthermore, economic institutions such as cooperatives and Village-Owned Enterprises (BUMDes) have not yet functioned optimally as drivers of the local economy. Based on this analysis, an intervention strategy is recommended that prioritizes the revitalization of vital infrastructure, strengthening institutional capacity, and intensifying agricultural technology. The implementation of this strategy is expected to transform the Morotai Island transmigration area into a new, independent and sustainable growth center.
