Abstract

Sustainable empowerment serves as the primary approach used to develop and manage the Gemilang Halimun Waste Bank within the migrant community of the Halimun Cluster, Cibatok 1 Village, Cibungbulang Subdistrict, Bogor Regency. This article describes the process of building collective action among residents—particularly women—and strengthening a community-based waste bank institution through the implementation of seven key elements of community development in sustainable empowerment. These elements include advocacy, community organizing, network expansion, capacity building, communication–information–education, the utilization of technology and innovation, and the mobilization of local resource potentials. The approach was carried out through participatory observation, a series of regular community meetings, discussions with local environmental leaders, as well as facilitation by lecturers of the “Dosen Pulang Kampung” Program (Dospulkam) and students of the Enrichment Course 7 in the Undergraduate Program of Communication and Community Development, Faculty of Human Ecology, IPB University. The empowerment outcomes are reflected in the establishment of the Gemilang Halimun Waste Bank managed by the neighborhood committee, the emergence of collective action among women in sorting and depositing waste, and the creation of a sustainable dialogue space through the Halimun Community Forum (FORSIWALI). Segregated household waste that is recycled and sold generates income for waste bank customers, with initial revenues of IDR 300,000 in the first period and IDR 500,000 in the second period. This community provides tangible social, economic, and environmental benefits and represents the implementation of the university’s Tridharma through the active involvement of lecturers and students in community empowerment.
