Pendampingan Paguyuban Kuliner Ciwalen dalam Penerapan Sistem Produksi Halal dan Manajemen Lean

Abstract

The mandatory halal certification for food and beverage products, which will be fully enforced in October 2026, requires MSME actors to properly understand and implement the Halal Product Assurance System (HPAS). However, the low level of halal literacy among MSMEs remains a major challenge, as observed in the Ciwalen Culinary Association in Sukaresmi District, Cianjur Regency. This community service activity aims to enhance the capacity of MSME actors in implementing a halal production system and preparing for the halal certification process through the self-declare scheme. The implementation methods included counseling, technical training, and direct assistance involving 25 MSME actors who are members of the association. The materials covered HPAS concepts, halal–thoyyib aspects, compliance with food SNI standards, and practical guidance on completing certification documents in the SIHALAL system. The results showed a significant increase in participants’ understanding, indicated by 88% of participants being able to correctly identify HPAS components and 72% successfully completing an initial draft of the self-declare documents. Participants also demonstrated increased readiness to implement halal production standards, including improvements in documentation processes and raw material management.
