Abstract

The Bomberay–Tomage Transmigration Area already possesses local economic institutions, yet several constraints hinder their optimal functioning. The Patriot Expedition aims to design an adaptive, inclusive, and locally grounded institutional collaboration model to support the development of priority commodities. The implementation involved in-depth interviews, focus group discussions, and field observations to map existing institutional typologies, conduct SWOT analysis, and apply Social Network Analysis (SNA). The findings indicate that local economic institutions remain weak in governance, managerial capacity, value chain connectivity, and market partnerships. SNA mapping reveals an unbalanced network structure dominated by several actors, along with limited information flow and weak inter-institutional coordination. This study produces a collaborative institutional model for the sago and rice value chains, emphasizing cross-institutional integration, institutional capacity strengthening, and partnership network enhancement to support sustainable transformation. Central and local governments play a key role in strengthening regulations, local institutions, market access, and funding mechanisms. BUMKam serve as the primary community-based managers of sago industries and rice milling units, ensuring local ownership, fair profit distribution, and the availability of alternative distribution channels to expand market reach. Investors, financial institutions, and educational and research bodies provide capital, technology, research, and training to foster the development of an innovative, equitable, and sustainable integrated industry. These findings provide a strategic foundation for preparing institutional SOPs and a digitalization roadmap for subsequent development stages. The proposed framework is expected to support the implementation of institutional development that is both inclusive and adaptive to the needs of transmigrant communities.
