The main impact of coal mining activities is generally the presence of large holes and land openings that are no longer utilized. The sustainable use of post-mining land supports socio-economic transition and creates new business opportunities, stabilizes physically and chemically, and returns it to an environment capable of supporting local biota and restoring, enhancing, or creating wildlife habitats. The main purpose of this study is the plan and strategy for the sustainable use of post-mining land as a transformation of mining benefits. This research was conducted since July 2022 on the concession of PT MSA-PT ABK in Kutai Kartanegara Regency. The method to obtain data is by filling out questionnaires or structured and unstructured interviews which are analyzed with the ISM (Intrepretive Structural Modelling) system approach. The results and discussion identified: (1) the affected community element from 14 attributes obtained that the sub-element of goods and services supplier activities stopped being a key element in the sustainable use of post-mining land. (2) The program needs element from 13 main attributes that must be immediately fulfilled are the need for skilled human resources (A1), the need for legal rules and government policies (A2) and the need for organizations or institutions managing post-mining land (A3). (3) The main obstacle element from 13 attributes shows that the main obstacle or key element is the limitation of local governments to regulate post-mining land (A2) considering that the land is an exmining land whose permit is at the central level. (4) The program goal element from 12 attributes, it was found that the main goal of the program is the availability of technology and infrastructure element (A2), and the element of forming a sustainable post-mining land management body (A6). (5) The benchmark element obtained from 9 attributes, it was found that the main benchmark in the use of post-mining land is the element of properly managed perpetual funds (A7). The conclusion is that these five policy elements or aspects are important to be formulated and formulated in a model of sustainable postmining land use.
