Evaluasi Komprehensif dan Rekomendasi Tata Kelola Kolaboratif Kawasan Transmigrasi Payahe, Kota Tidore Kepulauan

Transmigration is one of Indonesia’s development policies that integrates population management and regional development. The paradigm shift has encouraged transmigration areas (KT) not only to address population imbalances but also to evolve into new growth centers. KT Payahe is one such area projected to become a food estate and a new economic growth hub in eastern Indonesia. However, evaluations of its development implementation reveal several issues, including institutional support gaps, agrarian conflicts, development disparities among settlement units (SP), and the exploitation of regional potential that does not align with the area’s priority commodities. The objective of this research in KT Payahe is to identify regional development progress and to comprehensively evaluate the existing conditions across various aspects social, economic, environmental, and governance in order to build the area effectively. The study employs a Mixed Methods approach by integrating quantitative, qualitative, and participatory mapping methods to formulate policy recommendations for collaborative governance in the development of the Payahe transmigration area. Field identification revealed several key issues constraining the development of KT Payahe, including: (1) limited capital for land management; (2) domination of the on-farm–market supply chain by middlemen; (3) fertile land that is not managed using best agricultural practices; (4) weak roles of economic institutions; (5) disparities in basic service infrastructure and accessibility, particularly in the southern part of KT Payahe; (6) ecological problems such as flooding; and (7) tenure conflicts between local communities and forest areas. Revitalizing agricultural infrastructure and resolving foundational issues at the settlement unit (SP) level are essential first steps to enabling KT Payahe to grow into a new economic center. The findings of this research will be published in a Q2 international journal and will support policy formulation for the development of the KT Payahe region.
